Why these roles are hard to fill
A design engineer or manufacturing engineer with experience in a specific field takes a long time to train, and the company keeps them. Few of them are visible on the market.
When they consider a change, they decide based on the content of the work: which products, which CAD system, and how much is new development compared with changes to existing solutions. A job ad that does not say this will not interest them.
